According to dataminers, Call of Duty: Black Ops Gulf War would include Frank Woods, the well-known character from the saga, as a pre-order: it will be available for Warzone and MW3.

For the moment it has not yet been officially announced what the next game is, but the rumors point the finger towards a new chapter of the Black Ops sub-saga, precisely entitled Call of Duty: Black Ops Gulf War . Furthermore, a leak claims that the famous character Frank Woods will be a preorder bonus of the new chapter , but will be made available in Modern Warfare 3 and Warzone.
Several dataminers recently found references to an operator called “Frank Woods” for Call of Duty: Modern Warfare 3 and Warzone. It might seem strange that the new game includes a pre-order bonus for already available games, but let’s remember that Activision has already done something similar in the past.
The Frank Woods skin will most likely be available in all three games, but by putting it as a pre-order bonus players will be able to enjoy it before the next Black Ops releases.
However, let us remember that this is not official information , but only a rumor to which speculation is added. We know that Xbox will hold a conference on June 9th which will be followed by an event dedicated to a game that has not been officially defined but which many now take for granted to be Call of Duty: Black Ops Gulf War.

Who is Frank Woods?
Frank Woods is a supporting character in Call of Duty: Black Ops. Players have had the opportunity to use the character on multiple occasions , both in the first chapter and in the second, as well as in Declassified and in Blackout in Black Ops 4.
